More than 20 years of professional experience managing, designing, building, implementing and deploying technology and business solutions in numerous industries including Healthcare, Consumer Electronics, Engineering, Energy, Oil & Gas, Retail and Civil and Geotechnical Engineering. Mr. Matzner has managed large technical teams for a Fortune 500 software company developing complex software for projects with tight budgets and deadlines.

His experience and expertise cover many aspects of IT including: strategic planning; quality management and engineering; software development; software development life cycle; software deployment and live ongoing operations.

Litigation Support:

  • Analyzed ERP project management and implementation management processes and performance for litigation testimony. Served as percipient expert witness for the defense at legal arbitration.
  • Analyzed software development activities and testing process. Programmed defect database to reveal key trends regarding performance of the system integrator. The testifying expert witness in this matter, after several in-depth interviews, relied on my work and some of the databases I prepared in his successful testimony. Served as percipient expert witness for the defense at legal arbitration (same as one above).
  • Performed architectural forensic analysis of a software platform port from the Apple Newton to Windows CE, which resulted in a claim against the contract developers. Assisted counsel with technology consultation and document review services. Judgment was in favor of the plaintiff for full investment recovery.

Business & Project Management:

  • Provided technical and strategic oversight for $20M/annum outsourced IT projects and processes.
  • Developed business case analyses for complex IT project proposals.
  • Led the development & implementation of software process improvements for software division of Fortune 500 company
  • Provided strategic consulting to executives for all aspects of ERP enterprise systems, PC management, infrastructure and data center needs.

Information Technology Management:

  • Managed development and qualification of Apple Macintosh PowerPC Operating Systems.
  • Managed defect databases for large software projects. Wrote detailed test strategies, plans and acceptance criteria.
  • Developed scripts and libraries for automated testing.
  • Led quality assurance for operating systems, application compatibility and file systems.
  • Programming experience ranging from FORTRAN on punch cards to C and VB.Net.
  • Developed Microsoft Access databases for forensic analysis of software implementation, disabled accessibility analysis, retail sales, lease management, project governance, time tracking, mainframe archival, and more.

  • Provided management and strategic consulting services to hospital IS leadership team (2003-2007). Specifically responsible for application and infrastructure architecture and strategy. Developed technically sound, cost-effective strategies and solutions to address business requirements. Reviewed all new IT projects for reasonability, technical approach and ROI, and made recommendations to the governing bodies.
  • Provided technical and management oversight for numerous enterprise-wide and departmental system implementations.
  • Led architectural, technical and economic evaluation for: New clinical systems, data center modernization, clinical research IT strategy and tools, virtualization and mobile devices.

  • Managed high profile IT projects from inception, through development/configuration, to deployment. Provided leadership in critical path analysis and project decision-making. Led troubleshooting and problem identification efforts for critical production system failures.
  • Participated in developing the design of the IT organization. Collaborated with peers and coached staff to optimize service delivery and maximize the value of complementary skills. Led efforts to improve project processes especially with regard to execution, requirements gathering, testing and defect management, and project information management.
  • Contributed to budget planning and analysis, as well as cost-reduction opportunity identification and realization. Developed strategies and executed plans to attain significant data center cost reductions. Reviewed and negotiated reduced cost service, support and purchase contracts and licenses with vendors (e.g., one of the world’s largest IT Outsourcers; a major health-care ERP systems developer, vendor and integrator; Microsoft, Inc.; and Fuji, Inc. among others. Achieved 40% reduction in annual payments to Oracle.
  • Planned, designed, developed, tested and delivered complex database projects permitting transition to modern systems.
HM Enterprises – Principal Developer 2001 - 2002
  • Planned, designed and developed a suite of software for physical therapists. Products under development included a clinical charting application for the PocketPC and a Windows based tool that creates PocketPC user interface templates.
  • Technologies utilized included: Visual Basic.NET, ASP.NET, XML, .NET Compact Framework and MS Access.
OneTap Solutions, Inc - Chief Technical Officer / VP Product Management 1999 - 2001
  • Developed corporate technical strategy and direction. Co-created business & technology plans, and presented to investors.
  • Hired/managed engineering staff and consultants responsible for software development, testing & support of existing customers.
  • Conducted requirements analysis and created detailed specifications and schedule for next generation software product.
Apple Computer, Inc. – Senior Project Manager, Team Lead 1990 - 1996
  • Delivered two Power Macintosh OS releases. Managed team that specified, developed, tested and delivered operating system releases.
  • Led resolution of daily and strategic technical OS project issues, especially in the areas of software development, schedule, feature set, risk management and resource allocation. Prioritized and managed all defects reported for the Operating System. Managed a team of four engineers responsible for developing performance criteria & analysis tools.
  • Managed 20-person cross-functional Rapid Response Team, located in Japan, Texas and California chartered to prioritize and address the most significant customer issues stemming from the first release of the Power Macintosh.
  • Managed team responsible for build & integration of 100s of software components into a functional "daily build" of Mac OS 8.
  • Identified and problems and improved department-wide software development tools and processes. Managed the specification and company-wide adoption processes for a configuration management system, compilers and debuggers.
  • Led team of 10 quality engineers testing file system software.
  • Led team of 12 quality engineers responsible for application compatibility testing and test automation development. Developed core libraries for Apple’s proprietary automated testing framework.
